The EU isn't Europe. Predominately a French/German network policy proposal that won't be anything more than a localised EU network. For example the UK's population alone that is now outside of the EU compares to over half the number of EU members states combined populations. And over 70% of the population of Russia live within Europe. A Betamax of the video tape era, even if the standard is better, it will fade due to lack of breadth.
