background changes on reboot

Switching my background image using "qwallpaper", everything works as expected. But after reboot or restart-X, it defaults back to the previous image. I should mention it worked once, the problem started after the second attempt that. I also noticed this behaviour on versions prior to 3.2.1.
After some digging around, I saw there are two locations that hold the info of the wallpaper, one is /root/.config/wallpaper, the other is under ~/Choices,/ROX-Filer/PuppyPin? Could this be the reason? Altough "qwallpaper" changes both locations?
Is someone else experiencing the same issues?

What puppy are you running?

The Australian State Governments have all enacted laws to steal your assets on your death. All legal paperwork is binned and all assets seized on one disgruntled child's complaint.Move them well before you die or go into a home.

Easy 3.2.1, but I noticed this behaviour on previous versions of Easy too.
