usermod missing

root# usermod
bash: usermod: command not found

I checked ubuntu 20.04 and 22.04 and other distros this command is available. I don't why it's not in my installation?
I googled, can only find someone's advice to do "su -" but I searched all possible directory like /bin /sbin /usr/bin and /usr/sbin. Cannot find...

My distro info:

Puppy Linux is built using Ubuntu binaries but that does not mean it works just like Ubuntu. adduser is used in most Puppy Linux distro's which can modify a user or add a group. Remember most Puppy Linux's are not true multiple user systems!

Do not use this in Puppy Linux.

Puppy is not setup for this type setup of different users.

Puppy Linux is a single user system, root user.

The closes thing to another user is spot.

But spot is not a user, it is more a restrictive mode of using Internet access software, like browsers.
When a browser is setup to run as spot.
It is restricted to a spot directory as only location to download stuff to.
You as user root are still able to do anything in Puppy.
